I simply upgraded to macOS Ventura and now the Preview.app does not appear to have a Print High quality choice or a Colour vs Black & White choice once I’m printing from Preview.
The one bizarre factor I discover within the Print dialog (proven beneath) is that it says my HP OfficeJet is utilizing a Laser Printer driver.
I’ve tried eradicating and reinstalling the printer a few instances and it finally ends up the identical means every time.

The file I am attempting to print is inherently black and white, so I assumed that is perhaps a part of the issue. So I opened a coloration picture in Preview.app and tried to print it. It turns it into black and white within the print preview and does not supply me the High quality or Colour vs Black/White both:
